Detailed Report of Incident
In a 14 minute 7's game with 3.5 minutes remaining a scrum was formed. Dartmouth (green) had the put in near the far touchline at their defending 40 meter line and they won the ball. As the ball was being passed from the scrum half out to the backs, I saw the ending of a punch being thrown. I saw the Dartmouth player bleeding from his mouth and he said "my jaw is broken."

After separating the two teams, I called over the yellow captain and the offending player, and asked why he threw the punch. Mr. Johnson then stated the green prop had punched him in the groin at the scrum engagement. I did not see any punch from the green scrum on any scrum downs and the front rows had full and proper bindings. I showed Mr. Johnson a red card for the punch and with some urging from the yellow captain, he left the field despite protesting the send off.
