UMass wanted to play fast, Framingham wanted to pick and go until UMass ran out of tacklers.

Detailed Report of Incident
In my pre-match chat, I had told both teams to be disciplined about giving quick tappers the space they deserved. In other words, if you are within 10m of someone taking a quick tap penalty, don't affect play until you are put onside. At a penalty, the UMass scrum half quick tapped, and Mr. Nasif, who had not retreated at all, immediately tackled him. I issued the card and reminded both sides of their obligation not to play the ball carrier if they are offsides at a penalty.
