UMass wanted to play fast, Framingham wanted to pick and go in hopes of breaking a tackle.

Detailed Report of Incident
A bit after having issued a yellow card to a Framingham player for illegally killing a UMass attempt to profit from a quick tap penalty, I awarded another penalty to UMass on the Framingham 5m line. Mr. Carucci, whio had not retreated to his goal line, immediately tackled the UMass scrum half, who had taken a quick tap. When I issued the card, Mr. Carucci confessed to not having any idea why he was being punished.
