After a first half thumping, Cheshire was regrouping and trying to climb out of the hole they were in.

Detailed Report of Incident
The Cheshire scrum half had been tackled and had placed the ball back to his teammates. While he was prone on the ground, Mr. Bintz lined him up and threw a shoulder into him. I stopped play and showed Mr. Bintz a yellow card. In conversation after that game, it was clear that Mr. Bintz was unaware that law prohibits 1) playing a man on the ground, 2) a man who does not have the ball, and 3) shoulder-charging any player at any time.
