General Pattern of Play
The first twenty were clean. Things got chippy as there were a couple of late hits committed by URI. I talked to the URI captain, which calmed things down for awhile. The chippy behavior came back in spurts in the 2nd half, which prompted cards.

Detailed Report of Incident
Before the card, URI was close to the try line to take the lead. Their #2 had the ball and ran low but he was stopped. On his way down, Mr. Baaske forearm made significant contact with the ball carrier's head, causing his neck to look awkward. Since there was not a clear path the try zone, a Penalty was not awarded. However, the unsafe nature of the tackle, plus the proximity to the try line make issuing the Yellow Card an easy decision.
