General Pattern of Play
Teams were good for the first 20 minutes, but there were a couple of chippy plays by URI which escalated matters. After talking to the URI captain things calmed down for the rest of the half. There were some spurts of chippiness in the 2nd half which prompted cards.

Detailed Report of Incident
In the 1st half, Mr. O'Connor was involved in a play where it could be argued that he committed a dangerous tackle. I deemed that the play was close, but not enough to warrant a penalty. The action sparked a minor scuffle between the two squads and URI's touch judge. After things calmed down, I brought the captains in and they managed to keep their players from escalating matters. In the 62nd minute, UMD's #9 received a pass from a lineout as dished the ball as Mr. O'Connor approached. Mr. O'Connor continued his tackle despite the scrum-half clearly passing the ball. With the 1st half incident in the back of my head, I figured that a card was necessary to prevent further foul play.
