General Pattern of Play
Greenwich was able to score tries by stretching Fairfield Prep wide and creating overloads. When Fairfield got into Greenwich's 22 and strung phases together, Greenwich committed multiple penalties which slowed down Fairfield Prep's ball (players not rolling, hands in ruck, entering from the side, etc.)

Detailed Report of Incident
After I issued a general warning for Greenwich repeatedly slowing down Fairfield Prep's ball, Mr. Borrega tackled an opposing ball carrier and ended up on the wrong side of the ball, which he then proceeded to play while off his feet. On its own, it was a penalty, but in the context of the warning for repeated infringements, Mr. Borrega's action was the straw that broke the camel's back. I showed him a yellow card and play resumed with Greenwich generally doing a better job of letting Fairfield Prep have quick ball when they earned it.
